Enclosure No. 1.
My Lord,
Enclosure No. 2.
بر
GOVERNMENT HOUSE,
HONGKONG. 14th November, 1930.
With reference to my telegram No.77 of
22nd July, 1930, I have the honour to transmit a copy
of the findings of the Coroner's jury which inquired
into the loss of life at Lok Ma Chau Police Station as
a result of Indian Police Constable B543 Dalip Singh
running amok on 21st July, 1930, together with a
departmental report on the incident.
2.
Concerning the fourth point in the
Finding of the Jury
-
the delay in entering the Station
the position was admittedly a very difficult and
unusual one, and would no doubt have tested the training
of officers and men of the regular Army. The comment
is perhaps a concession to the somewhat irresponsible
talk that was current in the Colony at the time, but
the form of the comment itself tends to deprecate action
on it, and I propose to take none.
3.
As regards the recommendation of the jury
that no outlying station shall at any time be left
without a European officer, apart from the fact that
the increase of European staff required for such staffing
is incompatible with the drastic efforts at retrenchment
THE RIGHT HONOURABLE
LORD PASSFIELD,
